Babu, Preedip Balaji
This chapter outlines current developments in Indian libraries,&#13;
information services and cultural sector. We highlight recent trends&#13;
and developments as India increasingly takes centre stage in the area of&#13;
libraries and information literacy development. The chapter also&#13;
provides a critical analysis of library and information science education&#13;
in India and highlights the need for government strategies and policies&#13;
related to public libraries. Some 17 federal states and union territories in&#13;
the Republic of India have no public library legislation and therefore low&#13;
literacy rates. India needs public awareness campaigns, civic engage-&#13;
ment and community developments including the grass-roots empower-&#13;
ment of public libraries. Financial reforms, modernization and federal&#13;
funding strategies for public libraries are also required to energize&#13;
cultural organizations and national libraries. A recent major develop-&#13;
ment is the establishment of a National Commission on Libraries&#13;
following recommendations by the National Knowledge Commission.&#13;
However, Indian public libraries do not cater sufficiently for the growing&#13;
youth population or other strata’s of Indian society. The growing Indian&#13;
higher education sector also necessitates information policies for open&#13;
access, digital preservation and repositories development.

Abstract&#13;
Purpose - This paper aims to discuss the present status of using new generation web&#13;
technology, social media and Web 2.0 features among the technological university library&#13;
websites in south India. It assesses the library websites as a primary platform and one-stop&#13;
portal for information services and examines as to how much library websites are effective in&#13;
providing web-based information services.&#13;
Design/Methodology/Approach - The library websites of the technological universities in south&#13;
India were evaluated on the basis of a relative weight checklist. The criteria for the checklist was&#13;
drawn on the basis of availability of websites for library, resource discovery tools, access to&#13;
scholarly content and Web 2.0 tools. The various issues and challenges in adapting new web&#13;
technologies in academic environment are discussed.&#13;
Findings - Using the current web development technologies and deploying for mainstream web&#13;
information services is not widespread as web information services are yet to take off widely in&#13;
academic libraries. The majority of university libraries are found to be working in the&#13;
conventional library settings and the diffusion rate of web information services is relatively low.&#13;
Originality/value - As this is an assessment of the existing online information infrastructure&#13;
facilities of the engineering universities in south India, the awareness of web-based information&#13;
services, their viability, and service values can be enhanced. More emphasis is underlined to&#13;
improve upon the current learning, online educational facilities and benchmarking electronic&#13;
information services for sustainability is highlighted.&#13;

This paper draws upon today’s information organizations – libraries, archives and museums and how these cultural entities should be equipped to manage and usher in change, keeping pace with the fast changing web environment to realize their mission, relevance and purpose.  The information services industry is undergoing a turbulent phase in our times, wherein the information is produced, traded, repacked, copied, reproduced, rehashed and re-sold. While information products and services are conveyed through conventional ways, it is the liaison program – which takes the place of classical ways of marketing by becoming the brand ambassador of ‘information marketing.’ Library liaisons are trained and engaged in such a way that they take on the role of aggressive salesman to marshal information and to promote the library services and information literacy. It also examines the role of librarians in the emerging digital economy to envisage and foster academic and research activities in learning organizations through library liaisons maximizing better results as a knowledge nerve centre.
